people diplomacy. A multidimensional classification covering 25 types of people-to-people / public diplomacy is elaborated; they are further grouped into integration-oriented and anchor types. The toolkit of qualimetry and cliometrics for evaluating the effectiveness of cultural impacts is substantiated, along with predictive-preventive analytics for selecting and monitoring initiatives. The notion of “Friendship Places” as objects of spatial development is introduced and operationalised; their classification and a GIS-layer structure for territorial planning are proposed. Art diplomacy and genealogical diplomacy are examined in depth as promising areas. The final output is a roadmap for the gradual introduction of a system for accounting and developing people-to-people diplomacy up to 2050, comprising pilot, integration, and globalisation stages.
